It’s not public information, actually, it’s private information – protected by the privacy laws.
You can only obtain it by asking the building owner. They don’t have to disclose it. They aren’t by law, required to carry it.
It doesn’t matter, anyway. Their insurance company won’t take a claim report from you, and won’t talk to you about a complaint. Only the building owner, can file a claim.
It’s not going to “speed up a legal procedure”. The only legal procedure, is suing the building owner. You can’t sue the insurer, the insurer didn’t cause you any HARM.
So go ahead and sue the building owner. If an insurance company contacts you, that’s the insurer!
That is not easy. It is private information. You would have to call around to all the companies and ask them to seach a name or address. It is almost impossible.
Once the owner gets served the legal papers, he will be on the phone in no time to call his insurance company for help. So, just do that.
Anyone can call and make a claim, not just the policyowner. But good luck on finding the insurance company unless the apt owner tells you the company and they won’t. Again, once they are served they will call their insurance company and they will get involved ASAP.

If it’s public information, it would probably be on file at the Real Estate public records office for your state, city or county. Or, since this is a business, perhaps at the Department of Licensing & Inspection.
If you are planning legal proceedings, this is something your lawyer would routinely be able to find out.
That is private information and would not help you anyway. You cannot file a claim with someone else’s insurance carrier. Only the policyholder can file a claim.
